This will just result on making survivor unfun to play as. Changing intended core game design mechanics won't make Killers "great again".

My lobbies are 10 seconds long as killer, so I don't know what you're talking about.
It actually only saves about 2.7 seconds, so it's even worse than you thought.
You're allowed to use whatever perks you like, and don't let anyone tell you otherwise. As much as I hate Decisive Strike, my opponents aren't doing anything wrong by using it.
However, you have every right to complain about those perks if they frustrate you, especially on the forums. That's how feedback works. And "Just adapt/just play better" isn't always a good response, because you can't just tell somebody that they should be having fun when they're not. And often, learning to play better will only do so much to address the frustration of playing against perks like DS.
That would be lame.
It would ruin the game and take the scares out of it.

Kind is never the wrong thing to be. I believe the entitlement on the survivor side is due to other issues than the rare killer who might let the last one go.

Kind of how it continues to killers when survivors claim they are not fun to play against? You know whats not fun to play against as a killer? SWF depip squads. But Devs aren't doing anything about that.

Because you have nerfed 'perk', it becomes significantly useless compared to other 'booster perk'.
