Potential Breakout change/buff idea

Right now, Breakout gives 5/6/7% haste and increases wiggle speed by 20%, but do you think having it changed to being always 6% and increasing wiggle speed by 15/20/25%?
Edit: I just realised I posted this in the wrong section, and don't know how to delete it. Whoops.
