I’m not entirely understanding the perk. It says that it’s supposed to activate when the exit gates are powered, but I’m finding it activates when all the generators have been powered instead. I’m not complaining or anything as I like it better this way, but just wondering if this is a bug or intentional?

I believe that's the same thing. I think you are confusing the exit gates being powered (which is when all the gens are done) with the exit gates being opened. Hope is supposed to help you open the gate faster, which would be rather useless if it only activates after the gate is already open. ;)
