Surveillance vs Discordance Ranks

As both these perks have similar natures I was wondering if they are both better at rank 1?

Sadly I've already P3'd my main Killer and have ranked Discordance to level 3 on him. I now know that Rank 1 discordance is much better than Rank 3. Is this also true for Rank 1 Surveillance? should I keep it at Rank 1 till the devs fix the perk rank system to make it so both these perks are actually better if they are higher ranked?

    Tier 3 Surveillance is better since you only get one notification, not several like Discordance.

    There’s no benefit to keeping Surveillance at Tier 1, unlike Discordance.
