Why does The Executioner's power not apply to any set of stairs existing on any map? Second floor pressure with this ability is limited because it works to spawning directly on either end of the stairs, and never through it entirely.

He's vertically challenged. In all honestly though, the power drain should pause when going up or down. Even better would be to let him put trails on elevated surfaces.
