What would be preferable is if he can only be up there a limited time. Let's say 5 seconds. 5 Seconds will allow you time to get off of the obstacle you jumped on. But clearly the devs didn't think of this.

From my understanding, Victor riding along is fairly similar to Madness 3. However I had someone tell me that they could do gens and unhook even with Victor. If that person was correct, then it is possible that Incapacitated is bugged.
You can't do anything with Victor on your head outside of vaulting and pallet dropping, I believe. Otherwise you only get the prompt to remove Victor.
That's what I thought was the case, and what the description seemed to say. However, like I said someone else claimed they were able to do more. With this game on the PTB especially... we've got about an even shot as to whether that person was mistaken or the game bugged out. I've not managed to play the PTB yet so I can't chime in with my own experiences.
Fyi in another thread one of the devs commented that they are actively working on both the issues of dodging Victor in a locker and a survivor intentionally never pulling Victor off their head to indefinitely deny the killer their ability. No details on what those changes will entail.
Unless your friend really had a single bugged game, I played a couple of hours the other day and I can definitely say that your friend is mistaken if they think they were able to do anything else. I couldn't use a key to read the killer's aura, I couldn't do gens, I couldn't heal, open exit gates, cleanse totems, enter a locker, etc. The intent for having Victor on you is definitely to make you useless while he on your head.
Unless you have very bad rng and have nothing to use on the map, killers are very easy to loop forever without their powers. I had a wraith running Bamboozle, Enduring, and Spirit Fury chase me for all 5 gens.
If you "wish they would change" anything about his kit that isn't a sign that he's better off than clown, especially since his day 1 PTB was the worst we've seen, a brute force killer trying to attack people with a twig, attempting to bounce off walls and getting stuck on collision, having a turn speed worse than hillbilly, and multiple stuns from the time you activate your power to the time you attempt to swing.....
For clown....you literally just throw a bottle....and hit a large AOE at that which directly slows survivors down during a chase.
Clown destroys loops, Blight gets destroyed by loops... Id say thats a pretty significantly worse.
I’ve watched streams where unhooks still occurred by survivors carrying Victor.
That’s them being an idiot though.
