This is just another case of BHVR being terrible at communication. They set a precedent of 2 weeks after ptb then had announced it would be 3 weeks after ptb. There is already an expectation based on multiple patches prior to this. Knowing they would not be releasing in 3 weeks, and knowing people are obviously assuming so they could've put out statement saying "patch won't be out in 3 weeks, we are trying to make sure it's in best shape possible before it goes live so currently do not have ETA." Instead they are having a fog whisperer say it won't be out and he has people flip out on him for passing on the message and in the comments the only thing BHVR has said is "well we never officially gave a date" excuse. That's like someone lying by omission and then saying "well I didn't lie, I just didn't tell you."
We JUST went through this, the devs need to communicate more so these issues that keep popping up can be avoided. The patch not being ready in 3 weeks should not be some sort of secret. BHVR consistently being terrible at communication is what keeps pissing off the players. BHVR needs to reevaluate their stance on being so secretive about every little thing because it's not helping them. Possibly hire a new communications team, one that does more than just goofy crap on Twitter and actually shares useful information.
I find it odd how they can't even say something as simple as "We had hoped for a best case scenario release of March 23rd, but we need a bit more time."
This whole "well we never officially announced a date anyway!" is very defensive an off putting. As @bm33 said, they KNOW 3 weeks is a widely accepted time frame after they went out of their way to confirm that they would go from 2 weeks to 3 to give them more time to make changes. So stop being weird and obtuse about it and stop shifting the blame to the people who are excited enough about your content to buy it day 1!
Devs never actually said the 23rd, that was just leaks again, people need to stop hanging on their every word. But that being said, the devs knowing this was going around, they shouldn't have left it until the day before to say anything. I know its not all leaks fault, some where assuming anyway because its 2 weeks after the ptb, something normally gets released. Dev just really suck at communicating what's going on. Get it together guys.

??? No not really. It's the people working on the game saying "hey, we are still working on things. We'll give everyone an official release date when we are able to" doesn't reflect poorly on them, just a case of people following an unofficial source for the release date and then getting mad when it was wrong
They aren't fixing anything, Sony or Xbox didn't approve the patch yet, so they couldn't nt release it. Thats it. They aren't fixing trickster. And yes their customer communication is horrendous. Do you know of any other company that would keep its customers in the dark regarding upcoming content on purpose? They do it so that when they invariably have an unscheduled delay, because bhvr, we don't get mad. Well guess what, we are mad anyway AND it makes them look far worse.
You have to love the people thinking they delayed it to make him better or because theyre fixing bugs. PSA Trickster will be a fun killer to play but he will still be trash against survivors with any sense. The game will still have bugs and the patch will most likely introduce new ones. It happens every time no matter how long we wait.

so they should announce that the date that is speculated is not in fact the date they will release the chapter? And that a how far in advance?
the date was never even confirmed by them, but it was stated multiple times that there is no official date...
i really think the leaks are at fault here and people again blindly believing those leaks instead of listening to what BHVR has told us. And I know that at least the mods have stated there is no official date a few times on the forums.

Also, would y'all really prefer it to be pushed out a week early and be like the twins? I'd like to address several perks of the last chapter didn't function at all upon release.
And then said company decided to actually FIX the problems with its game and now everyone is happy with it and they're still making free updates to No Man's Sky to this day.
Hell, I have a better one for you: Blizzard with Overwatch. You have Overwatch one step above maintenance mode at this stage, with information about Overwatch 2 not coming unless it's an annual Blizzcon event, and even then the information is a joke.
So, a current game left to rot on purpose for a sequel that Blizzard doesn't want to give much real information on.
