Pyramid Head probably needs to go into the bald section, and not just because there is no hair on the helmet!
This is an image of a figure, based on the Silent Hill 2 Pyramid Head - I'm using it to illustrate it better, because it's a bit clearer:
In game, there is a bloated, fleshy growth on the back of his head. During times when executioners or soldiers wore heavy helmets, it was documented that they had a water-filled sack to rest the heavy helmets on, so as to support it better and avoid injury. This fleshy substance could be a mockery of this, but in other pictures you can see just beneath the helmet, which also appears very fleshy:
That flesh seems to be all around the helmet, so my guess is that his face is actually a disgusting growth of flesh that's swollen under the helmet.

I think you need to put Plague, Leatherface, and Nurse in the 'Not Bald' section.

Clown is half bald, he should be in his own category: "Starts to be bald".
Pinhead is bald too.
This is the closest we'll ever get to a helmetless Pyramid Head.
Clown is more so balding than bald. He hair probably has the most physics in the game actually

I think Frank and Joey have bald models. Might want to put them on two tiers.
