Unlink weapons from sets and certain heads from sets for survivors where it makes sense, otherwise I think they should focus on other things.

I think they mean more like unlicensed sets. If I remember Cheryl's sets where cause of liscensing.
Konami had no hand in the creation of the outfits, they just OK'd the material for BHVR to use. IIRC somewhere here, someone posted images of them emailing Konami asking about it, to which they stated that BHVR handles the actual selling part, Konami doesn't have a hand in it as DBD is not a Konami product.

BHVR losing only money from this and they know it.
BHVR handles the selling part of it as in "Transactions are handled by BHVR", Konami OK'd the material as in "Ok you can sell it, but only if it's a set"
Don't you find it strange that only specific licenses have exclusively linked sets that could be very easily mixed and matched?

unlinking sets that are implemented as such will require dev and QA resources that would otherwise be used for other stuff.
and -as was said- there is no way that license holders don’t have a saying in the cosmetics that are available for their characters.

I think some of them should be unlinked some should remain linked. Like ghostface's blight outfit. If you know you know.
It depends on the set. Some of them do cause major major clipping issues- Blighted Ghostface- and Ultra Rares/Legendaries should remain linked. But things like Kate's Oktoberfest, or Jane's Greek Legends outfit could easily just be a 2 part set for body and trousers. Same with Clown's Greek Legends set- that weapon could easily go solo, but the body and head should stay linked together.

You mean like some of the outfits that already aren't in a set and have that happen? The answer is people just don't wear them usually so its a self regulated solution.
