Best Plague Builds With Limited Perks

Okay so I'm trying to buff my friends account but problem is he has a limited amount of money and spends all his shards on survivors. He does have plenty of BP though, so what's the best build I can make out of the free killers, plus Nemesis, Twins and Legion?
Anybody?

Considering you're using plague her teachables are honestly quite good for her.
I'd go with this:
Corrupt Intervention (Plague) - Great for allowing u to puke on the non blocked gens and spread the infection if they dare to touch them. Plus extra time to get setup and apply pressure, a really good perk on her!
Infectious Fright (Plague) - When she has her red puke she can really snowball hard and infectious is great for this.
Discordance (Legion) - Knowing where more than one survivor is pretty strong for plague, more infections/more injuries if using her red puke!
Fearmonger (Basic Perk) - this provides near constant blindness if they're on gens, they may not even be sure of where you hooked a survivor if they aren't paying attention. Plus the exhaustion is nice.
Bonus:
Bitter Murmur (Basic Perk) if you're using the add-on that gives you corrupt purge after a gen is done.
Dont be afraid to experiment! There's not alot to use with just the basic perks and those killers but I believe this to be a very fun build when you only have what you have! Could swap out fearmonger for ruin if you need more gen slowdown, or monitor & abuse (doctor) to pair more with infectious and to make her stealthy and even more of a snowball queen.
