When anti-aliasing is disabled: playing on High/Ultra settings causes various textures to flicker

Entire floors, the ground itself, grass, tile walls, any material that has reflective properties flickers depending on the camera's movement. Before you say: "that's just because there isn't anti-aliasing" No. This is not normal pixel shimmer, that looks completely different and isn't contained. What I am describing is the entire texture itself, switching to a bright shade, back and forth. This is primarily noticeable on the Autohaven series of maps, Red Forest, Backwater Swamp, RCPD, and Macmillan.

This is an example of what it actually looks like. Speaking on a more technical level, this issue only appears when the sg.EffectsQuality setting is set to a value of 2, or above with the combination of anti-aliasing being disabled. This is what it does to in-game textures.
