Now for balance reasons and to give the base form a function it's the base form that applies the status itself. But that's what gave me the idea and is part of why it's the wolf form that actually applies the debuffs associated with it.
There was also a draft where the wolf would be able to track tainted Survivors in wolf form. But I was having trouble balancing it so I went with this instead.
The edit I made yesterday was to rework an addon that I noticed didn't do anything.
Specifically one of the ultra rares said that hooking a Survivor wouldn't remove taint. However I had previously removed that as a mechanic in the first place so the addon did nothing. So I reworked it to remove the howl instead

It's lose enough that it shouldn't be an issue. No one has the rights to Werewolves or the idea of it being a sickness, and since I'm not drawing from a specific portrayal, just loosely drawing from a common type of portrayal, that's not an issue either
I think this will be unbalance as you can stealth walk around on human form hit them then go on full wolf form mowing everyone with the 120% mobility, having 120 mobility and with that 5% slow would be too much.
Mark of the beast- this is too much over the top of revealing effect because it had no expiration after you hit them and applying the effect

Base form is a bit tricky.
On one hand he isn't supposed to be a stealth Killer, hence his TR being such that M&A doesn't quite reduce it to 0. But on the other hand you need to be able to get hits as him. Hence having a significantly reduced TR at all.
I could just make base form 115%, but then it would be too easy and wouldn't justify the slow.
In certain I can make it work, but I need to get the Numbers right.
Also I've been brainstorming a downside to the wolf form. Note that I don't want an additional limitation, just a downside.
It will cost money if you get the looks of the movie's werewolf and put it in dbd (for example twilight) so i stick with the mythological werewolf

We should focus on the highlights of werewolf which is speed 120(✓), sensitive senses, smell,hearing,etc and causes fear
12 metres TR is too close it will be almost stealth
I do want to try to make the slow work.
If it turns out to be absolutely necessary then sure but a slowdown has all of the properties I want in the effect.
Specifically it's impactful enough that Survivors would want to purify it, assists in a chase thus making up for the time it takes to apply it and it doesn't give information to the wolf.
I explicitly don't want him to have a tracking ability, since if a Killer is fast and good in a chase like this Killer is then the best counter is stealth. Thus you need to be able to hide, hence why I didn't give him a smelling ability.
Trust me I did consider it, but it just leads to the issue of being unable to hide OR run, at which point balancing everything out just leads to the entire kit being underwhelming even if technically balanced.
As for causing fear I'd argue that the tether mechanic qualifies due to it's interaction with the terror radius, how when stacked it becomes extremely deadly and also the howl giving him a presence much like the demogorgon in terms of atmosphere. (which wasn't announced when I made this suggestion btw).
In any case for now I can make base form 16 meters.

I really do think you are underestimating the decay perk.
It's extremely common where you'd be chasing a Survivor around a Pallet, and they can just vault the pallet repeatedly to force you to break the pallet wasting a ton of time.
This causes the pallet to just break instantly when they try this thus giving you a free hit and forcing them to leave future pallet loops until the Hex is broken saving you even more time.
As for Mark of the Beast I can make it a scream like Infectious Fright.

Correct. The thing that caused me to drop the idea was that doing so lead to other non-balance issues since there was no decisive niche to what he does. Just being kinda good at everything while technically balanced isn't the most interesting, so I came up with this instead.

What do you mean? It's exactly like legions addon but the Survivor has it.
But considering that even Spirit Furry is considered a free hit, and this doesn't stun the Killer like that perk does, it's even easier to get a hit afterwards.
TLDR it doesn't need a stun because you'll get the hit without it.
The only reason you can get a free hit with spirit fury and dream pallets is because of the pallet dropping animation which causes them to stop in place and Drop The Pallet that will not affect the killer on the other hand the vaulting animation, They will be vaulting on the air on a invisible pallet even if the pallet is destroyed
