I just want their power to be lethal in some way... This is all I need.
I was about to suggest to make his Feral Frenzy (FF) more powerful, but the longer I think of it, the more problems surface.
To me the Legion is an interesting concept, but as it is, never should have been interduced to the game.
If his FF can down people, he would be really frustrating to play against, because he removes all the tools from the toolbox of a survivor.
You cannot vault or use pallets, you cannot run, unless you run in a straight line away from him and then try to lose him. His Killer Instinct nullifies all stealth play. And Mending in itself isn't a fun mechanics, yet another bar to watch until full.
The only counter to his FF is a timed pallet stun to knock him out of it, but with Enduring and Spirit Fury this counterplay gets countered too...
He needs a full rework in for of Freddy.
Maybe his power can come from destroying pallets, hitting gens and survivors and after a certain amount of tokens they get into Frenzy and everyone is exposed for a certain amount of time.
This would represent teens rioting and demolishing property until they snap and start killing. Like in the story with that failed store heist.
In that way hitting multiple survivors helps you gathering tokens for the Red Out and can down them instantly.
But still, you would lack the counterplay options for survivors.

I think DW timer needs to run out regardless if you are in TR or not. Right now you get hit with FF and I couldn't care less about it.
If he chases somebody close, fine keep working gens if not okay you gotta mend. Sorry the concept is lacking to bring any real threat. Make the timer go down unless legion is in real close proximity (6m maybe?) this would prevent any abuse of chase mechanic like it was pre nerf.
Just rework Deep Wound to be an actually harmful status effect for Survivors and readjust the vault speed.
As someone who has mained Legion since day one of their release on the PTB, I really heavily think they should just make it so that Deep Wound give Survivors more of an insensitive to fear Legion and Borrowed Time rather than think ‘oh, sweet, free hit, guess we win’, while also readjusting the vault speed to not be horrendous. I don’t want to trust a perk to fix a Killer’s problem. (For context on that last part, Bamboozle and Fire It Up affect pallet vault speed for Legion, regardless of what the perks say. I’ve tested it.)
If they want to keep legion how they are now they should just add some quality of life changes like making FF 15 sec instead of 20 because the power isn't even that strong compared to spirits where hers is 15 sec and it can destroy a team off a few uses. They can also implement the same idea of the new nurse where her power goes up even in fatigue. Next they can up their vault speed since you can loop their power at unsafe loops. With the issue of the missed frenzy attack they need to not go so hard on the killer by removing the whole power on miss they should either give us two swings where each takes out 50% of the frenzy meter so you can have a second try at a hit or they can reduce the amount of gauge you loss after a missed frenzy attack such as losing only 25% or 50%. Lastly they need to rework some of their add ons since some aren't even that good to use. Those are my ideas of how they can keep this legions kit and just buff some parts of it.
Have the mend action not pause the timer, but slow it down instead. The survivor will actually feel threatened by it as they need to mend before deep wound depletes and they get downed due to not mending sooner. The way mending pauses it now makes the status effect a joke and an annoyance rather than something to fear.
Its really tricky to balance Legion in a way that properly reward them for chaining frenzy hits but also can't be abused in an unintended way.
I'm not sure giving Legion the ability to down survivors with Feral Frenzy would be the right move. Removing some of the unnescery restrictions on FF and making Deep Wounds harder to ignore might be just enough.
Make Feral Frenzy a little bit faster and remove the inability to see blood (why is this even a thing now that the old moonwalk trick is impossible ?). Vaulting speed should be increased a tad so that short loops are not safe spots against frenzy for surviors.
Also a fun thing to consider would be to make gen kicking faster in frenzy and refill the power gauge like a hit, because why not ?
And then there are the add-ons. They are a bad joke for the most part and I wouldn't know where to start with them. Just buff them in general and completly redesign Frank's Mix Tape and Stab Wound Study as they are currently useless.

REMEMBER The reason the old Legion was hated so much was they put the chase on a timer! We want to avoid that but keep the Rush down playstyle! It's kinda crazy to balance but Legion needs some love!

Honestly Legion needs a complete power rework IMO. Preferably something that makes use of the 'multiple Killers as one's aspect of them.
That said, a quick fix I'd do to make them more fun to play would just be to make Feral Frenzy infinite unless the Legion is stunned, misses a swing, or ends their power.
Change Frank's Mixtape so that it Considerably increases Power Recovery and make the Feral Frenzy Duration add-ons into Feral Frenzy speed add-ons.
Bam, Legion's power becomes usable and fun without them becoming overpowered.
Also make the buttons apply on first hit. I don't understand why that hasn't been done yet.

Legion is just a mess right now. I adored old Freddy warts and all and he was so fun and you COULD do nasty things with him - but Legion is just bad and toothless to boot.
I feel like it is completely out of character for them not to see blood - if anything, built in bloodhound makes more sense for them since they literally revel in carnage. Arguably same goes for missing shots, since their whole schtick is Stabby Stabby.
Legion has absolutely nothing survivors need to fear. No pressure, no lethal power, limited as heck mobility, absolute trash add ons. They need a full on rework and makeover.
I personally would also like to see the other Legion members incorporated into the power in some way since right now it’s essentially just a gimmick for cosmetics. I also think Legion should ALWAYS have access to their fast vaults - maybe even bake the break pallet add on into their kit.
One of the things you mentioned has been worked out in my thread (Sorry for mentioning it so much but I want it alive so Devs see it)! It incorporates other Legion members into a trap of sorts! Go check it out!
I did! Really nifty ideas, much better than the current state of affairs. Although I agree with the person who says Legion should rush not sneak with the other Legion members. How about instead it’s the same concept except the Legion member grabs hold of the survivor for the player to stab? Lore friendly, doesn’t require too much code spaghetti in theory, seems suitable for the Legion. Their grasp would be inescapable except through flashlight/cracker saves and “wiggling” that ends with the survivor clawing at their hand or whacking them in the face, disabling the trap.

We wont ever get old Legion back. That's why I started my rework thread and will keep it alive so Devs can see it!
They weren't healthy for the game and there was almost no counterplay. They needed to change them, but they overdid it.
