[Decisive Strike] Killers again able to juggle?

Description of the issue: A doctor pulled me out of the locker, and was able to immediately drop me before i could get my D/S off, and then could pick me up without it active.
Steps to reproduce (if possible): Have not been able to make it reoccur
How often does this occur: Only once so far

latency issue he use his poor p2p to avoid that. because you never see that what the host is seeing.
and the same issue is when nurse is grabbing you from gen the ds will never work because bugged since ds rework.
