Usually it's because survivors are trying to distract you and get you to come to them.
You'll notice similar behaviour when one survivor runs into your LoS, and then proceeds to run far, far away from any generator on the map, in a very obvious attempt to distract you.
Those are some great answers for when a survivor is locker vaulting out of chase, but when your chasing a survivor and the survivor starts vaulting in and out of a locker its usually cause they are trying to bait you to hit them hoping to get a small time frame to run though most of the time it dosent work

Just ignore them; It's a terrible strategy imo
