The answer to your question is here, it's not enabled yet - enabling cross play will only allow you to be matched together

From what I read in the announcement, not intially.
It would be great if, at some point, the game converted to a "Dead by Daylight Account" structure a la Fortnite, and had true cross-platform play (and portability for our accounts, so that we'd be able to retain our progress on all platforms).
Its pretty pathetic that there is no warning when you buy the game on the Microsoft Store that tells you that you wont be able to play or add friends that use Steam. Now I have to buy the game again on steam just to play with friends. Love the game but your half ass approach to this does not bode well for the future of this game. The most important feature is playing with friends period.
Oh and of course I bought all the DLC from the Microsoft Store as well...

Sorry to hear you were disappointed, but try to be patient. It said in the announcement that crossplay isn't enabled yet. You don't need to spend more money getting the game on Steam, you just need to wait a little while and you'll be able to play with your friends on PC just fine.
Too late I already bought it on steam to play with friends.

I believe it's up to individual devs to allow crossplay with their games.
Most games don't allow you to play with people on other platforms. The only ones I know for sure that do are Minecraft (windows 10 version + xbox + switch) and Dauntless (all consoles because they use your epic games account)
just a normal thing to add then: a Dead by Daylight (Behaviour) Account. integrate that and all your friends on steam and microsoft which have linked the game will get added to dead by daylight so you can invite them. expand that with the consoles later. Make a game progress save for the account maybe with a cloud so you can transfer all the save data to every console you like.

We do not have a Behaviour account, this was purely a suggestion by another forum user @Black_Fox
