A draw is a neutral result. Tic-Tac-Toe is a "perfectly balanced" game because nobody ever loses unless they make a mistake, and mistakes in that game are so difficult to make that you very quickly get a cavalcade of "perfectly balanced" games where nobody wins, nobody loses, and nobody has fun.
If the game was more complex then first turn would have the advantage but the win/loss/draw rate is pretty much always 0/0/100% which is perfectly balanced.
