Fairest camping fix suggestion

After a survivor is hooked,if the killer doesn't leave the hooked survivor perimeter radius which is 25m within 20 seconds,the entity will punish the killer by decreasing the survivor dying speed on hook in all states by 35% and increase the other survivors speed for all actions by 5% for every hooked survivor.
The killer will get a visual notification when standing inside the hook penalty zone and when outside of it.
If more than 1 survivor is hooked and the hooks are closer than 15 meters of each other,the hook penalty radius will be decreased by 5 meters for each hook.

Sounds similar to a lot of other suggestions, and sounds good on paper, but what stops survivors just looping the killer around the hook?
The fact they need to do gens and from what I know,looping the killers around hooks is just overall bad.
it is currently a bad play yet people still do it however if it would extend the hook time aswell as increase other survivors action speeds then it would in a lot of cases be beneficial to do it. as youre relieving pressure off those doing gens.
If you wanna loop a killer exactly in the hook penalty zone,you wont last for long.So I think it will benefit the killer more in the end.
And what if survivors swarm the hook?
They die?

Either way,there has to be a penalty for camping.
There was penalty and survivors abused it, also you can punish him by doing gens. If survivors swarm the hook why would killer leave it? I mean I'm not gonna pretend u aren't there and give free unhook
This will determine both teams to either do gens if killers camps,or go for the save if killer goes for the gens and find other survivors.
The punishment for camping is letting the other survivors do gens and escape. The only reason camping ends up being so effective is idiotic survivors who try to rescue the person being camped only to go down and be camped themselves.
If survivors learned to do gens when someone is being camped, killers wouldn't do it as often. 2 minutes (plus travel time after) is just about enough for the other 3 survivors to finish the remaining generators, provided they split up.
No you dont,because that way you dont even get enough bps to not depip.You need to force the killer not to camp the hook,else everyone in the game is at loss.

The only "punishment" that comes from people wanting to punish killers that effectively secure their hooked sacrifice (ie. "camping") is from the victims of that sacrifice.
Camping is already beneficial to the other Survivors - but instead of asking Devs to punish killers ask them to change the reward system to stop forcing Survivors to need unhook saves and other altruistic actions in order to be rewarded like a good puppy.
Camping is only as much of a hinderance as the Survivors make it.
The survival is still going to die if you dont leave the area
The entity should teleport the camper the farthest hook or place followed by a ds and a flashlight that last 20 sec each
