Why is Legion so slow?

I don't understand why Legion is slow enough that its impossible to catch up to Survivors highlighted with your power that hold W the entire time even with full duration add-ons. Personally, I think Frenzy should be 150% minimum. Legion is the running Killer and they can't even outrun some of the Survivor perks with their power. Every Survivor highlighted when your power refreshes should potentially be possible to catch up to.

Or how about this, you start at 200%
when you are within 32 meters of a survivor you slow to 175
when you are 16 meters you are 150
when you are within 8 meters you are 125%
Another idea would be to have him start at a fast speed like 160% then start to decelerate the longer he’s in his frenzy down to 120%, and the speed refreshes every time you stab someone.

I never had the chance to play old Legion, do you know what values had the movement speed addons?
Wouldn't it be more fun that with every Feral Frenzy hit you go faster? Let's say that you start with 130%, then for each hit get 10% boost to your movement speed and vaulting speed.
That could be like an add-on alternative :)
We really need more speed options for Feral Frenzy. 130% is good and all, but it gets very boring after hundreds of games.
No he feels slow because when I hit a Survivor its usually better to just cancel my power because I know from experience that I won't catch up to anyone more than a short distance away
Even when survivors are grouped up I struggle to chain 2 stabs because by the time I stab the first survivor the second one has already made a lot of distance with Sprint Burst and holding W.
Legion is slower than other high-speed killers because he can fast-vault windows and pallets.
Part of playing Legion well is knowing if you have the range to actually catch up to a survivor you see with Killer Instinct. Remember that even if you can't catch up to them just knowing where they are is valuable information for later.
No. That's not how it works either. Legion is an M1 Killer that Survivors can run for a long time before he gets the first hit. In pretty much every case you want to start chases with a Frenzy hit if they're not injured. If you play like that he's pretty similar to Ghost Face, invest time using your power to weaken the Survivor so you only have to win one loop not multiple

Agreed. I had matches where i hit everyone once because they started together, but after that never managed to get 2 hit's because they split up over the map. The first hit is easy but when Nr 2 is hugging a loop the frenzy is gone. I got outplayed like this as well as i have outplayed other's. It's not hard to do at all. Most of the time this frenzy mode feels morel ike a debuff then a power. Get 1 hit as you would with anyn ormal killer and then waste a lot of time.
Thank you for the numbers, one thing tho, I'm 100% sure that their previous Feral Frenzy speed was 132%, not 120%. :)
The original Legion Frenzy speed (pre changes) was 5.29 m/s, or ~133%.
I do not know the numbers for the original movement speed add-ons, although I suspect that those numbers may be too high. Again, not sure.
Honestly I really do wish they scrap the killer instinct detection range add-ons and just give us back the speed add-ons again.
To answer your question, it's because of the Legion nerf combined with how outdated many of his design choices are.
Outdated because we have killers like Blight and Oni who are faster and in the case of Oni, can flat-out insta-down you.
How is Legion's nerf involved? At release, Old Legion was slightly faster (by slight, I mean 0.02%) but also had speed add-ons. So, current Legion's speed was Old Legion's base-speed, meant to have the ability to be sped up with add-ons.
