If this ever happened it would be absolute proof that the balance Devs have absolutely no idea what is going on or how to do anything that isn't faceroll a keyboard.
Thankfully, this is about as likely to happen as it is that the next Call of Duty will be an LOTR RPG title.
It'd take out the originality of some killers and perks and make some undeniably much more stronger like Bubba or Oni.
This already happened with Doctor sometime in 2020. Had no terror radius for a patch.
I'm not saying this because of anything related to gameplay, only becuse I wouldn't be able to use pebble.

That would be an absolutely crazy buff for the majority of Killers. I mean... that alone is what makes Tier 1 Myers a threat. Let me say that again. A 105% movespeed, no other power killer is a real threat because the Survivors hardly ever knows where he is. Giving that level of buff to the other killers would be insane.
While I probably wouldn't have this extreme of a reaction, the terror radius is one of the key things balancing the game. If BHVR were to remove it, they would prove they have no idea what balance means (if they haven't done so already).
removing terror radius from the base game would a terrible idea, though it could be interesting as a part of some "immersive" mode
In an alt gamemode with no terror radius and no red stain, sounds great!

As an alternate game mode? Sure! I'd love some more variety. As a change to the base game? Absolutely not. Stealth killers would become obsolete and the game would suffer overall I feel.
No he just had the default terror radius. The idea is that every killer is a stealth killer with no heartbeat

No there was a patch where certain unique terror radii were barely or not at all audible
