Stairs should be made maybe a foot wider so killers cannot body block stairs and hold the game hostage.
It goes both ways and you can bait killers into losing their collision detection and run through them.
Taking the game hostage is a bannable offense. Record the match and report the killer.
If you are talking about the killer waiting 15 seconds so that Borrowed Time doesn't activate, that's not bannable. Just deal with it.
There's no need to widen the stairs. The basement is not supposed to be a safe place.
Blocking the stairs is legal.

Upcoming DS "rework" would justify 60 seconds.
And actually you could already block survivor from entering the basement for a rescue if you want to and it would not count as "taking the game hostage".
Only waiting out any longer, for no tactical reason is considered a banable offense.

If the killer is holding the game hostage, you can report them, but just blocking anyone anywhere is not bannable in and of itself.
The solution for this would be pretty simple: if a killer stays still for at least 2 minutes, he will lose his collisionbox.
That can't be to hard to program.
But it can be abused by, say, the Wraith to AFK derank. Since the Wraith is free, he's available to everyone, and since he starts off invisible, it's highly unlikely survivors will ever find him if he does nothing.
I fail to see the issue… just leaving is much faster for deranking, just AFKing is not doing much anyway. Leaving every other match will derank more efficient than AFKing multiple matches in a row.
DCing is bannable, and once dedicated servers come in a few months, will be more severely punished. AFKing is not (I think).
DC won't derank you. You need to hit the "leave" button.
But that is a completely different issue.
This is about the issue to block the stairs to take the game hostage.
I rather want a solution that does not cause another disadvantage to killer that don't abuse the mechanic, but simple use it in a tactical manner.
Widening the stairs would just make the the basement less scary.
I'm talking about the "Leave match" button when I say "DC". I don't exploit, so the "other way" doesn't cross my mind.
I think bans are the perfect solution, and they're already in the game. Weed out the bad apples, as it were.
Anyway… I could deal with the trade off.
