Everything above low is blurry

I had another problem which was when I had low graphical settings, the textures would become pixelated and become blurry.

So to bandaid fix this until the devs fix that issue I decided to bump up my graphics to medium, although it's blurry but in an entirely different way. I can see the textures and the fidelity has been improved HOWEVER, everything looks like it's out of focus. Is this normal has anyone encountered this, why does low look much clearer than say ultra or medium. Is it the post processing? Is there a way to fix this?
