Hmmm yes. Applying blindness is such a high reward with an equal risk when it spawns out in the open or next to a generator.
The "risk" factor of losing a hex totem is too rng dependant, while yes perks like ruin and devour hope fit the bill, in cases (especially for devor hope) sometimes the perk gets no use at all because a survivor spawned next to it. Just because a perk can heavily impact the game doesn't mean the totem should be easy as all Heck to remove (in particular against killers that don't have the good ability to defend an additional objective : their totem)
Tbh I think all totems should adopt a noed like effect, the hex persists until ALL totems are cleansed, maybe cleansing the actual lit totem gave you an immunity to its effects for a minute or something idk
