At rank 1-2, when a sweaty killer is getting demolished by some genrushing survivors, you can almost bet they are going to start camping, tunneling, and slugging in an attempt to save the game.
BT / DS are pretty much the only answer to it currently, and they are not even that good of an answer to a camping 1 shot killer. You can trade, that's about it. 1 person is probably always going to die every game unless you do something crazy like deliverance off into a key escape.
I'm at rank 1 both survivor and killer. The only time I see camping occur is when the exit gate is power. That is 100% fair game, and you should not be able to combine your BT with their DS to get a free escape.
I see camping happen regularly, and actually get facecamped if I am running a particularly annoying build like head-on and a flashlight. Why do you think almost every single red rank survivor runs BT and DS? Because camping doesn't happen? It is the only answer to it.
Whenever I take the perks off and some scrub killer gets to camp down my teammate and win the game off it, I remember why BT/DS is the meta. At least with them, I can punish it.

If the killer is camping one person, the other 3 have all the time they need to do gens and leave. DS and BT aren't run JUST got camping. The reality is, most run BT so they can farm someone in the killers face for BP, and most run DS to get that sweet 60 seconds of untouchability. It's used FAR more in situations that have nothing to do with tunneling than it is with actual tunneling.

If I am dumping on someone with flashlights and a locker build, they really deserve to lose anyways, because I would be dumping on them with any build really. The flashlights into inner strength heals into head-ons are just for style points.

And when I am good enough that I can get downs on survivors at 5 gens? How does a solo Q team even know I am camping? I always run perks and killers to lower my terror radius to almost nothing, or play actual stealth killers. By the time they even realize I am camping someone is usually dead.
If you are taking kindred, that means you can't really have room for the perks that will actually break the camp, because you are not stopping it without BT and DS.

BT doesn't work if he hook grabs you while you try to unhook (which he will, if he's actually camping), and DS doesn't work unless they get unhooked. You can NOT stop camping. I can camp down 2 survivors in the time it will take the rest to bang out the gens, assuming they are just pounding them out and not messing around trying to get the saves (which they usually are), and then get at least 1 more trying to open an exit gate.
The overwhelming majority of the time, gen progress entirely stops, because nobody wants to see their teammate die on first hook and they will hover around trying for the rescue.

Not necessarily. Sometimes the other Survivor is hiding around a corner out of sight, and if you see nothing, it is possible that as you begin to leave, they immediately make the save. Obviously, that's not always what happens, but there are times where they are just able to make the save right in front of your face before you can hit the rescuer.
So how long would it have an exhaustion effect? 40/50/60? If so, tier 3 BT would be used just as the current BT is used. I say the best way to balance the perk would be to give it an exposed effect for a short duration, and even then I don't see a way to "balance" a perk that balances the game. Without BT you're subject to double hooks, and or a slug to apply pressure for the killer. If BT was an exhaustion perk, the cool-down would have to be 2+ minutes in order to make a change to the current game-play we already have at high tier ranks.
