I am very happy for survivors to burn out their flashlight at pallets when i play killer rather than save their fellow teammates with them

I don't know the actual times however I do know that if you do an animation, like pointing or the wave somebody towards you, it will stop the crows from appearing

It was probably the syringe add on for med kits, when a survivor uses it it take like 20 secs or something to kick in and would appear exactly the way you describe, it depletes the medkit the survivor is using

When I am tired I loathe the Doc, the music and other noises just grind right through me, I don't mind him so much when I'm not tired

The thing is with Legion is he is easy for desperate types to "pip" with (get more ranking points) so a lot desperados like to use Legion to cheese the system

I am in EU, crossplay off, cant find a game as killer after 20 minutes, currently 10 minutes and waiting in survivor queue as i type

None, its really annoying to see this forum ask for this, that and every other perk to be basekit If you like what a perk does,,,,, just use it, no need to turn perfectly good perks into basekit
